Dustin Smith 8e976607d1 app-misc/qman: fix support for musl systems
Per 981770, musl systems require libbsd to build qman. This commit
conditionally adds it as a dependency and configures meson accordingly.

This also backports a patch to 1.5.0 that fixed remaining musl issues
(more context on that can be found in the .patch file). -9999 doesn't
need this patch since EGIT_BRANCH="devel", where the patch already
exists.

(I originally assumed this was arm64-exclusive given the linked bug, but
it seems to apply to any system running musl libc regardless of
architecture, or at least on amd64 too.)
