This commit doesn't disable py3.12 for all packages but for a few ones
that were producing CI failures and their revdeps, which were the next:

 app-dicts/dialect
 app-text/frog
 dev-nim/nimbus
 dev-embedded/esp-idf
 dev-python/celery
 dev-python/ManimPango
 dev-python/menshen-client
 dev-python/sphinx-hoverxref
 dev-python/sphinxext-opengraph
 dev-python/jinja2-cli: enable py3.13, py3.14 and disable py3.12
 media-video/manimgl
