Andrew Ammerlaan 9ed5ceb2cc dev-cpp/vectorwrapper: add missing dep 
fails in configure phase if USE="test" without this dep

also, add RESTRICT="!test? ( test )"
to only run tests if both FEATURES="test" *and* USE="test"
